The Salem Town Council met on Monday, September 28, 2026, and approved several changes involving utility rates, Transfer Station fees, zoning regulation, and other Town matters. Here are a few important highlights from the meeting.

2027 Townwide Fee Schedule Approved

The Council unanimously approved the 2027 Townwide Fee Schedule, which will take effect January 1, 2027:

• The water usage rate will increase from $4.75 to $5.60 per 100 cubic feet.
• The sewer usage rate will increase from $5.75 to $6.15 per 100 cubic feet.
• The water rate for Windham customers will increase to $6.44 per 100 cubic feet.
• The annual Transfer Station permit fee will increase from $60 to $70. Permits will remain free for residents age 65 and older.
  • The disposal fee will be $25 for a mattress and $25 for a box spring. These items will no longer be eligible for disposal using a bulky item coupon.

Water Restrictions Will Remain in Effect

Municipal Services reported that the water restrictions implemented earlier this year have reduced the water usage by approximately 10 percent on restricted days and helped preserve the Town’s water supply during the drought. Although current projections indicate that the Town is in a stable position heading into the fall, the existing water restrictions will remain in effect. The Town will continue monitoring water levels and plans to return to the Council before lifting the restrictions.

Zoning Amendments Adopted

The Council adopted several amendments to the Town’s zoning regulations.

One amendment allows multifamily mixed-use development in commercial districts as required by recently enacted state law. The regulations include requirements involving infrastructure, dimensional standards, commercial ground floor space, and compatibility with surrounding uses.

The Council also approved a 750-foot buffer between kennels and residential districts to help protect nearby neighborhoods from potential impacts.

Revaluation Hearing Deadline Extended

The deadline for property owners to request an informal hearing regarding their updated property assessment has been extended through Friday, October 2. Additional hearing dates have also been made available.

This is the final opportunity for property owners to discuss their assessment with Vision Government Solutions before the values are finalized and submitted as part of the tax rate setting process.
