The Town of Salem is proud to announce that Town Manager Joseph Devine has earned the esteemed Credentialed Manager designation from ICMA, the International City/County Management Association. Devine joins an elite group of more than 1,300 local government professionals who have achieved this recognition through the ICMA Voluntary Credentialing Program.
“Joe’s leadership and commitment to professional excellence have been evident throughout his career, and this designation is a testament to his dedication to serving the residents of Salem,” said Chair Joe Sweeney of the Salem Town Council. “We are fortunate to have a Town Manager who prioritizes innovation, collaboration, and effective governance.”
Devine has served the Town of Salem in multiple leadership roles, including Assistant Town Manager, Interim Town Manager, and now as the permanent Town Manager. His extensive experience in municipal management, community development, and risk management has positioned him as a forward-thinking leader dedicated to enhancing Salem’s services and infrastructure.
To earn the ICMA Credentialed Manager designation, candidates must demonstrate significant senior management experience in local government, possess an advanced degree (preferably in public administration or a related field), and uphold the highest standards of integrity, lifelong learning, and professional development.
Devine holds a Master of Public Administration from the University of New Hampshire, a Bachelor of Science in Business Administration from Southern New Hampshire University, and an Associate of Science in Criminal Justice from New Hampshire Technical Institute. His professional development includes certifications in public management, finance, and emergency management, reflecting his dedication to continuous growth and excellence in public service.
